BIOGRAPHY



 

Mr. Usman Chery Conteh is the Director of Performance Management, Human Resource Management Office (HRMO) is an alumnus of the University of Sydney, where he obtained a Masters degree in Public Administration/Public Sector Management at the prestigious Graduate School of Government, Sydney, Australia. He is a member of the Institute of Public Administration, New South Wales, Australia, a professional organization for public management practitioners. He also obtained a certificate in Energy Policy at the Institute of Energy Economics, Tokyo, Japan. Mr. Conteh graduated at Fourah Bay College, University of Sierra Leone in 1993 with a Bachelor of Arts with Honours in History and a Postgraduate Diploma in Education in 1999. Mr. Conteh has worked in the Sierra Leone public sector for over 25 odd years since he graduated from the University of Sierra Leone in the 1990s. He worked as a teacher and lecturer at the Ahmadiyya Muslim Secondary School, Freetown and the Milton Margai College of Education and Technology respectively from 1993-2001. In 2001, he was employed by the Government of Sierra Leone as Administrative Officer Cadet and posted at various MDAs and finally at the Ministry of Energy.

During his sojourn at the Ministry of Energy and Water Resources, he took part in transforming the energy and water sectors in that institution. He was the lead officer in developing energy and water policies through the support of United Nations Economic Commission for Africa (UNECA). He was very instrumental in the unbundling of the National Power Authority to Electricity Distribution and Supply Authority (EDSA) and Electricity Generation and Transmission Company (EGTC). He was the National Focal Person for the Water Resources Coordination Centre, a specialized agency of ECOWAS and member of the Technical Advisory Committee of the African Ministerial Council on Water from 2003-2012.
