BIOGRAPHY



 

Mr. Mohamed Aluysius Edmond, Director of Payroll Administration holds a Bachelor’s Degree in Economics, Fourah Bay College (FBC), University of Sierra Leone (USL) and a Master’s in Public Management from the International University of Japan (IUJ). Mr. Edmond was appointed Administrative Officer (Cadet) in August 2006 and posted to the Development Budget Estimate and Microfinance Unit at the Ministry of Development and Economic Planning (MoDEP).  In September 2007, he was transferred to the then Economic Affairs Division (EAD) at the Ministry of Finance and Economic Development (MoFED), after the merge of the Finance and Development and Economic Planning Ministries. At the EAD (which was later renamed the Multilateral Project Division (MPD)), he was charged with the responsibility of managing donor funded Health and Water Sector Projects nationwide until 2013 when he was promoted to the position of Senior Assistant Secretary. As Senior Assistant Secretary, he was given another responsibility of reviewing and processing of withdrawal applications for Agriculture and Education Projects for drawdown on loans/credits within the aforementioned sectors. He was later transferred to the Human Resource Management Office (HRMO), where he assumed the position of Acting Deputy Director and late confirmed. During this period as Deputy Director, Mr. Edmond performed administrative and human resource functions as well as assisted in the coordination and supervision of the rightsizing exercise in the Civil Service. About 1,305 Civil Servants were rightsized with the aim of having a lean but professional and performance driven Civil Service. He also participated in the survey of obsolete jobs/positions in 2016 in order to ensure that all Civil Servants in MDAs are work-oriented and personnel occupying such positions have job descriptions.He also participated in Payroll clean-up and improvement of Personnel Records Management System in the Civil Service. Edmond was appointed Acting Director of Corporate Strategy & Administration (CS&A). At CS&A, he participated in the development of the 11th European Development Funded (EDF) Multiannual Programme Estimate (MAPE) support provided to the Civil Service Reform Project for HRMO and the Public Service Commission (PSC) and is presently the Alternate Imprest Administrator. He also served as Head of the Recruitment and Selection Directorate that saw the recruitment of over 4,000 health workers and other cadres within the Sierra Leone Civil Service.
